In the special September 11 episode, President Bartlett mentions the terrorists may have come through the Vermont/Ontario border. The writers made an error with this because Ontario does not border with Vermont.

To make up for the error, the writers create a border confusion where Donna lives. Upon learning that she now lives in Canada, Donna informs several staff members and Mrs. Bartlett. Donna tells them that she makes fun of the queen and throws out Canadian pennies. When Amy asks if she feels funnier, Donna replies "no, but I am developing a massive inferiority complex." When they return to the dinner party, the trumpets play "Oh Canada" which leads to the president asking what happened and that "they were all Americans when I left!"
